If it's the SAME airline with connections the airline will be responsible. If it's DIFFERENT airlines they are NOT responsible unless the airlines have a business agreement with EACH OTHER (the airline alliances, Air China with United in Star Alliance, China Southern with Delta in Skyteam, Cathay Pacific with American in OneWorld).

你是给父母买票吗？如果是的话，我强烈建议你买PEK-JFK或者PEK-EWR直飞的。你开车去纽约接他们，贵不了太多钱，而且省心省力。
回答你的问题
(1), 应该是联票，只要你一次性买的。
(2)，会帮助改航班，不收费
(3), 正常情况应该带行李出来，再托运。50磅，俩行李/person
