Applying B2 for parents

I am living in the United States and am helping my parents to apply for a visa. Does anyone know the telephone number for the US Consulate in Shen Yang to make an appointment for my parents to be interviewed? Is it possible for me to make a phone call directly to that number without buying the telephone card they mention, or do they force you to buy a telephone card no matter what? I would greatly appreciate any feedback, as quickly as possible!
