因为上海领事馆的网页上写着：
Also, the visa officer must be able to verify that the relevant electronic record exists in the SEVIS database before an F-, J-, or M-class visa can be issued. SEVIS forms and electronic verification is also required for family member visas, i.e., F-2, M-2 or J-2 visas.

不需要带上。如果有F1的得签的护照和签证的复印件最好。因为F1如果没有交sevis fee 的话，具定是会拒签的
