it is not the matter of time interval between two interviews. They will look into changes between the 2 interviews. If nothing have been changed, or you was not able to provide any new information in the second interview, you are still likely denied for a visa.

我上一次签是去年11月，也就是相隔半年多一点。
九月再去应该可以。

3个月可以吧，没有固定说法，说几个月可以的。我有一次拒签，就是间隔3个月去的，签证官会问上一次拒签的原因，跟他解释了，他也认可这个解释，就通过了。
