我妈还应该去签吗?

我妈10/27在北京四签被拒.签证官跟他说:你这种情况就不要来了,以后让子女给你移民
吧.我们本来也就打算放弃了.

最近收到州议员转来的北京使馆的信,大致意思就是说欢迎我妈再申请一次,但不保证给
签证 (原文见下). 背景是我在我妈四签之前给议员写了信,议员办公室在面谈的前几天
联系了北京使馆.

Further consideration of her case must be in the context of a new visa
interview. If she is prepared to present evidence that she has not
presented previously she is welcome to reapply. Each applicant receives a
new, impartial and thorough review of his or her case upon each new
application. She should be prepared to present evidence which will
establish her ties to China and demonstrate the nature of the proposed
travel. She may call 4008-872-333 in China to schedule an appointment for a
new interview. I recommend that she bring to the interview a copy of this
correspondence.

While I cannot guarantee that a visa will be issued, I can assure you that
her application will be adjudicated consistent with all applicable U.S. laws
and regulations. Should she require any further detailed information on
non-immigrant visa requirements, she is welcome to visit our website at http://beijing.usembassy-china.org.cn. Additionally, I am attaching a sheet given to applicants denied under Section 214(b) of the Immigration and Nationality Act which further explains this section of the law."

我妈去一趟北京也挺不容易,而且每次签不过,都心力交瘁的.不想冒然让她在去一次.
XDJMs遇到过类似的情况.这种信有用吗?
