Can I use old passport number to make appointment

My parents went back to China in November, 2007. I would like to invite them to come back again as we really need their help for the new baby. I am worring that their two visits may be too close.

Another question is whether I can use the old passport to make the appointment and bring the new passport for visa application. They are applying their new passport now.
