I think the requirement for passport photo and visa photo is different.
You can take that kind pictures anywhere. Just tell them you need 50mmx50mm and they will make it for you. If you can get it in your home town, it saves a few bucks. If you cannot, just go beijing and get it, you will see a lot of places offering this service around the embassy area.
Search 签证照片 on the top right search box and you will see more detailed requirement and information regarding the photo.

护照和签证照片格式是不一样的。签证照片在哪里都可以照，一般的像样的照相馆你跟他说美国签证照片，都知道是50x50的，都可以照的。哪里方便就在哪里照好了。我父母3.7号在北京签的证，签证照片是在西安我们小区里一个摄影工作室拍的，没有问题的。25块带2张照片。没有必要非要到北京再照。
