In fact, when I called Washington on Dec. 30th, they told me the result was sent back to Shanghai. When I called them again, they still said in process. Later they explained that as long as Shanghai hasn't issued my visa, the process cannot be called clear. Because of the holidays, Shanghai issued my visa on Jan. 5th. I got my visa by EMS on Jan. 6th and flied back to USA.
Hope my experience can help others a little bit. I called Washington everyday to check the process. It's really a hard time to wait for the visa, especially when you have a family waiting for you.
