去年11月26日老爸在上海被拒后(见我的老帖子: http://www.iflychina.net/node/22662 ),老爸很灰心,说不想再去签了。我和妹妹软磨硬缠才说服他再在上海试一次(虽然有前辈留言说有过拒签史后最忌讳跨区签,但因为已经在上海跨了一次了,我们就破罐子破摔,继续在上海签了),同时延迟我的毕业典礼到5月份。先把我们情况简单再重复一下:爸妈是农民,广东户口,我是F1,来美5年,回国3次,记录一直很好。去年12月我毕业,邀请父母来参加毕业典礼。老爸2007年4月被拒,2008年11月又被拒。

这一次我好不容易替老爸约到年前的(1月8日,因为刚刚11月26日被拒签,约日期就很被动了,给选择的日期很少,一般只有一天)。材料除了DS-156外基本上是上次用过的,同时稍微改了一下给VO的信,加了一段对上次11月26日在上海被拒绝的申诉。我在信中告诉签证官上次拒签的理由不充分,因为根据他们的规定我爸在上海签是LEGITIMATE的。
8号上午妹妹陪同老爸去了,一切都很顺利。一进去,老爸看到上次拒他的那个中年白人在打指模处,心里就松了口气。轮到老爸时,VO是一个30-40岁的女黑人,很面善且带笑。老爸上前问好。然后,
VO:你有几个小孩?
爸:3个。
VO:有你和你老伴和你和你儿子的照片吗?
爸:有,递上照片给她看(也没问谁是谁)
VO:你有你儿子的资料吗?
爸:有,英文我看不懂,都在这,给你吧。
VO接过我们准备的资料,翻了翻,又在电脑里敲了敲,过了一会儿,然后就和老爸说你签过了。老爸说声谢谢,就拿起那条儿离开。
这一次很奇怪,都没问去美国干吗,估计电脑里有上次的记录,知道是来参加毕业典礼的。也没问为什么在上海签,可能看了我给她写的那封信,可是也没问要暂住证呀。所以说签证这东西有时就凭运气。最近上海好签地翻了天。我爸说当天大部分人都过了。当然材料还是要准备周全,这样自己也更有信心。
知道老爸签过后我心里很久都难以相信,因为我知道能拿到这样的探亲签证对于乡下人来说,真是太难了!但愿所有的来探亲的父母,特别是那些在乡下的父母,都能顺顺利利地那到签证然后平平安安地来美国探望子女们。同时也希望此签经对大家,特别是父母在乡下的有所帮助。以下是我给VO的信以及材料清单,一并贴出,只因之前受惠前辈们的签经太多,希望这些对别人也有一些帮助。

My name is xxx and currently I am a Ph.D. candidate in xxx University located in xxx, NY. I have passed my dissertation defense on xxx and will graduate this December and then I will be engaged with OPT. My graduation ceremony will be held on May 9th, 2009. In order to share the happy moment with my family, I have invited my family (my parents) to come to the United States to attend the ceremony. So far my father has decided to come but my mother have decided not to come.

My father went to U.S. Consulate General in Shanghai for visa interview on Nov. 26, 2008 and he was asked to go to Guangzhou for visa interview because of his Guangzhou Residency. Although my father holds Guangzhou Residency Card, he has been living with my sister in Shanghai in the past half year. He has a temporary Residency Card of Shanghai to prove that. So I think it is legitimate for him to apply for visa at U.S. Consulate General in Shanghai. Given the fact that my father can not speak mandarin very well, I would highly appreciate any patience or courtesy you can extend to my father to facilitate his visa application.

My father will definitely return to China after attending my graduation ceremony. First of all, the rest of my family -- my mother, my brother and sister, and my adorable niece are all in China right now and my father is very close to all of them. Second, my father does not speak English at all and it would be extremely difficult for him to stay in a country with a totally different culture during the rest of his life and he absolutely has no interest in doing so. Third, considering his age, it would be impossible for my father to remain in U.S. by becoming a U. S. resident. He absolutely has no intention to stay here and be a burden on me financially. Last but not least, my sister is going to marry her fiancé on June.21st, 2009. My father will definitely return to China to prepare the wedding for them and he will definitely be my hometown to attend the wedding.

In summary, my father has very good reasons to return to China after he attends my graduation ceremony. Please take above statement into consideration when you evaluate his visa application to the U.S.

请问,156表是单面打印还是双面打印的?多谢

规定要双面打印。我是叫我妹妹在上海她自己办公室打印的。就是先打一面,然后把这张纸放进打印机再打第2页,这样就可以了。

不知你是在哪里申请签证?其他美领馆的要求我不知道,我们老两口今年1月22号在上海领馆办签证时,提交的156表是双面打印的,审查通过了。起初女儿在网上看到这方面消息,不放心急忙打电话回来,要我们在国内又准备了单面打印的156表带着,但最终没用上。
