Will all the supporting documents be collected before applicants met visa officer? or applicants have to pass them through window during the interview?

My parents went to interview in Beijing last year. They told me that all of their supporting documents were collected before interview. But most of the postings here showed that applicants gave the documents to visa office through window during interview.
