Pending application in London and want to reapply in Beijing - Urgent!!!

I submitted my H1-B Visa application in London a month ago and was told that "additional processing is required". I think it means "Check". Now, I still haven't heard from the embassy and there was no way to check the status of my case. I need to go back to work so that my manager suggested that I go back to China and resubmit. I'm from Dalian, which means that I need to book my appoitment for Shenyang Embassy. I have two questions:
1. My first application is not rejected. Can I do what I plan to do, therefore I'll have to pending/active applications?
2. Is it possible for me to book my appoitment in Beijing in stead of Shenyang?

If anyone can give me any advice on it, I'll really appreciate it.
